[Announcement] Malaysia requires adding "RM0.00" in non-P2P messages

Malaysia requires that all non-P2P messages have "RM0.00" in the beginning of each message. "RM0.00" indicates that the message does not charge the recipient fees.

"RM0.00" will be added at the beginning of each message and take up 7 GSM-7 or UCS-2 characters. When a long message is divided into multiple short messages, "RM0.00" is added at the beginning of each short message.
