A service identification number associates the IP address of a website or an application in the Internet Content Provider (ICP) filing information with a specific Alibaba Cloud instance. If you apply for an ICP filing in the Alibaba Cloud ICP Filing system, you must provide a service identification number for each Internet information service. If the Alibaba Cloud account that you use to purchase an instance is different from the account that you use to apply for an ICP filing, you can apply for a service identification number by using the account that is used to purchase the instance. To do this, refer to the procedure described in this topic.
If you use the same Alibaba Cloud account to purchase an instance and apply for an ICP filing, you can directly select the instance in the ICP filing application without the need to apply for a service identification number in advance. The system automatically generates a service identification number for the instance.
Usage notes
You can apply for service identification numbers only for supported Alibaba Cloud instances. Service identification numbers are used to apply for ICP filings. For more information about the supported instances and the maximum number of service identification numbers that can be provided for each type of instance, see the Table 1 Supported instance service types and the maximum number of service identification numbers allowed section of the "Check the instance for ICP filing and access information" topic.
If you use the same Alibaba Cloud account to purchase the instance and apply for an ICP filing, you can select the instance during the ICP filing application without the need to apply for a service identification number. You can select the instance or apply for a service identification number for an ICP filing application. No matter which method you choose, the maximum number of service identification numbers that are supported by an instance is fixed.
If you want to apply for an ICP filing by using an Alibaba Cloud account that is different from the account that you use to purchase an instance, you must first log on to the Alibaba Cloud Management Console and apply for a service identification number by using the account that is used to purchase the instance. For more information, see the Procedure section of this topic.
To apply for an ICP filing, you must apply for a service identification number first. If a service identification number is already in use for an Internet information service, you cannot use it to apply for an ICP filing for another Internet information service. Even if you deregister the Internet information service or remove Alibaba Cloud from the service provider list, the service identification number is still considered used. You cannot use it to apply for an ICP filing for another Internet information service.
Procedure
Log on to the ICP Filing Management console by using the Alibaba Cloud account that is used to purchase an instance.
In the left-side navigation pane, choose . On the Service Identification Number Application page, find the instance for which you want to apply for a service identification number and click Apply in the Operation column.
NoteApply may not be displayed in the Operation column due to the following reasons:
The instance does not meet the ICP filing requirements. For more information, see Check the instance for ICP filing and access information.
Since February 1, 2024, only accounts that pass the verification for enterprise users can apply for service identification numbers and authorize other accounts to use these service identification numbers. You can authorize up to 10 accounts to use your service identification numbers per year. The number of authorized service identification numbers is unlimited.
In the Apply for Service Identification Number and Authorize Other Accounts dialog box, configure the Service Identification Numbers, Destination Account ID, and Remarks parameters and then click Verify. The Remarks parameter is optional.
If the verification is passed, complete the subsequent operations as prompted.
If you authorize a service identification number to the destination account for the first time, you must complete the SMS verification before you click Generate and Authorize.
If you have authorized a service identification number to the destination account before, click Generate and Authorize.
If the verification fails, modify the configurations and perform the verification again. The verification may fail due to the following reasons:
Each account can authorize service identification numbers to up to 10 accounts per calendar year. The number of authorized service identification numbers is unlimited.
Each account can be authorized to use service identification numbers from up to three accounts per calendar year. The number of authorized service identification numbers is unlimited.

Apply for a service identification number for an instance provided by a third-party service provider
You must submit an ICP filing application to the service provider of your instance. The instance that is provided by a third-party service provider can be a cloud server or an on-premises server. If you purchase an instance from a third-party service provider, you must apply for a service identification number from the service provider before you can apply for an ICP filing.
To apply for an ICP filing, you must submit the required materials for authenticity verification. After the materials are verified, you must complete the SMS verification that is initiated by the Ministry of Industry and Information Technology (MIIT). Then, your ICP filing information is sent to the local communications administration for the final review.
Manage service identification numbers
Manage service identification numbers generated within the current account
Log on to the ICP Filing Management console by using the Alibaba Cloud account that is used to purchase an instance. On the My Service Identification Numbers tab of the Service Identification Number Management page, you can check the status of service identification numbers that are generated within the current account. A service identification number can be in one of the following states: Available, No Instance Associated, Filing in Progress, Filed, and Refunded. The following table describes the states.
State | Description |
Available | The service identification number has been obtained and has not been used for an ICP filing. You can use this service identification number to apply for an ICP filing. |
No Instance Associated | The service identification number has been obtained but has not been associated with the corresponding instance. |
Filing in Progress | The service identification number has been used to apply for an ICP filing, and the application is in progress. |
Filed | You have obtained an ICP filing by using this service identification number. To apply for an ICP filing for a new website or application, you must use an unused service identification number to submit an ICP filing application. |
Refunded | The service identification number has expired and cannot be associated with an instance or used to apply for an ICP filing. |
Manage service identification numbers authorized by other accounts
On the Service Identification Numbers from Others tab of the Service Identification Number Management page, you can check the status of service identification numbers that are authorized by other accounts. A service identification number can be in one of the following states: Available, No Instance Associated, Filing in Progress, Filed, Refunded, and Invalid. If a service identification number is in the Invalid state, the account that authorizes the service identification number has unsubscribed from the instance associated with the service identification number.
