ICP Filing:Authorize another account to use a service identification number

Last Updated:Feb 27, 2025

If the Alibaba Cloud account that you use to purchase an instance is different from the Alibaba Cloud account that you use to apply for an Internet content provider (ICP) filing, you can apply for a service identification number by using the account that is used to purchase the instance. Then, you can authorize the account that is used to apply for an ICP filing to use the service identification number.

Important
  • If you use the same Alibaba Cloud account to purchase an instance and apply for an ICP filing, you can directly select the instance in the ICP filing application without the need to apply for a service identification number in advance. The system automatically generates a service identification number for the instance.

  • A service identification number associates the IP address of a website or an application in the ICP filing information with a specific Alibaba Cloud instance. If you apply for an ICP filing in the Alibaba Cloud ICP Filing system, you must provide a service identification number for each Internet information service.

Usage notes

  • Before you apply for an ICP filing, make sure that your instance meets the requirements in the Supported instance service types and maximum numbers of service identification numbers allowed table of the "Check the instance for ICP filing" topic. If your instance meets the corresponding requirements, you can select the service type and instance in the ICP filing application. You do not need to purchase a service identification number in advance.

  • If a service identification number is in the Filed state, it cannot be used to apply for an ICP filing for another Internet information service. Service identification numbers cannot be refunded or reused. Even if you deregister the Internet information service that uses the service identification number or remove Alibaba Cloud from the service provider list, you still cannot use the service identification number to apply for an ICP filing for another Internet information service.

  • If the Alibaba Cloud account that you use to purchase an instance is different from the Alibaba Cloud account that you use to apply for an ICP filing, you must log on with the enterprise account that you use to purchase the instance. Then, perform operations in the Procedure section of this topic to apply for a service identification number and authorize another account to use the service identification number.

Important

In scenarios where you need to add Alibaba Cloud to the ICP filing information as a service provider, you can apply for a service identification number only if your instance meets the requirements in the Supported instance service types and maximum numbers of service identification numbers allowed table of the "Check the instance for ICP filing" topic. If you purchase a service identification number but your instance does not meet the corresponding requirements, you still cannot apply for an ICP filing.

Procedure

  1. Log on to the ICP Filing console with the Alibaba Cloud account that is used to purchase an instance.

  2. In the left-side navigation pane, choose ICP Filing Basic Service > Manage Instances Available for ICP Filing. On the page that appears, click the tab that corresponds to the service type of the instance, find the instance for which you want to apply for a service identification number, and then click Authorize Other Accounts for ICP Filing in the Operation column.image

    Note

From February 1, 2024, only Alibaba Cloud accounts that complete enterprise real-name verification can be used to apply for service identification numbers and authorize other accounts to use these service identification numbers. You can authorize up to 10 accounts to use your service identification numbers per year. The number of authorized service identification numbers is unlimited.

  3. In the Authorize Other Accounts for ICP Filing dialog box, configure the Service Identification Numbers, Destination Account ID, and Remarks parameters, and then click Verify. The Remarks parameter is optional.

    Note

You can use an Alibaba Cloud account that completes enterprise real-name verification to apply for a service identification number and authorize another Alibaba Cloud account to use the service identification number. Then, the authorized Alibaba Cloud account can use the service identification number to apply for an ICP filing. For more information, see How do I view the ID of an Alibaba Cloud account?

  4. After you specify a destination Alibaba Cloud account ID, perform the following operations as prompted:

    • If you authorize the destination account to use a service identification number for the first time, you must complete short message service (SMS) verification before you click Generate and Authorize. In the message that appears, click OK.

    • If you have authorized the destination account to use a service identification number before, click Generate and Authorize. In the message that appears, click OK.

    Note
    • The verification may fail due to the following reasons:

      • Each account can authorize up to 10 accounts to use service identification numbers per calendar year. The number of authorized service identification numbers is unlimited.

      • Each account can be authorized to use service identification numbers by up to three accounts per calendar year. The number of authorized service identification numbers is unlimited.

    • After you apply for a service identification number, you can view its status on the Service Identification Number Management page. For more information, see the Manage service identification numbers section of this topic.

Apply for a service identification number for an instance provided by a third-party service provider

You must submit an ICP filing application to the service provider of your instance. The instance that is provided by a third-party service provider can be a cloud server or an on-premises server. If you purchase an instance from a third-party service provider, you must apply for a service identification number from the service provider before you can apply for an ICP filing.

To apply for an ICP filing, you must submit the required materials for authenticity verification. After the materials are verified, you must complete the SMS verification that is initiated by the Ministry of Industry and Information Technology (MIIT). Then, your ICP filing information is sent to the local communications administration for the final review.
