By default, you can access resources in Quota Center only by using your Alibaba Cloud account. If you want to use a Resource Access Management (RAM) user to perform operations, you must use your Alibaba Cloud account to authorize the RAM user.
Procedure
Log on to the RAM console with your Alibaba Cloud account.
In the left-side navigation pane, choose Identities > Users.
On the Users page, find the RAM user that you want to authorize and click Add Permissions in the Actions column. The user logon name is automatically specified in the Principal field.
In the Add Permissions panel, select the required system policies of Quota Center.
Read-only permissions: AliyunQuotasReadOnlyAccess
Management permissions: AliyunQuotasFullAccess
Click OK.
Click Complete.
