Yes, the billing for a KMS instance stops after the KMS instance is expired.

Can I unsubscribe from a KMS instance?

Yes, you can request a partial refund for KMS instances that are in the Disabled and Enabled states. You can also cancel pending renewal orders. For more information, see Billing.
