This topic describes the terms that are used in Internet Content Provider (ICP) filing.

ICP filing | The People's Republic of China mandates an ICP filing system for non-commercial Internet information services and an ICP licensing system for commercial Internet information services. A website or application without an official ICP filing or a commercial ICP license is prohibited from providing Internet information services. Therefore, all websites and applications that provide services to the Chinese mainland must first obtain an ICP filing. |
ICP number | After your application for an ICP filing is approved, the Ministry of Industry and Information Technology (MIIT) assigns an ICP number to the entity and an ICP number to the website or application. |
service identification number | To apply for a service identification number, you must purchase an Alibaba Cloud instance, a product from Alibaba Cloud Marketplace for website building, or an IoT bandwidth plan. |
service provider | A service provider provides website or application hosting services and helps you apply for an ICP filing. |
entity | An entity refers to the individual, enterprise, or organization that applies for an ICP filing. |
initial ICP filing | If you apply for an ICP filing for the entity or domain name of your website or application for the first time, you must apply for an ICP filing by using the Alibaba Cloud ICP Filing system before you provide web or application services. |
add your ICP filing information to the Alibaba Cloud ICP Filing system | If you obtain an ICP filing for your website or application through another service provider and want to host your website or application on Alibaba Cloud, you must add your ICP filing information to the Alibaba Cloud ICP Filing system. |
ICP filing application for new websites or applications | The method to apply for a new ICP filing varies based on whether the entity obtains the ICP filing through Alibaba Cloud:

modify the ICP filing information | If you obtain an ICP filing through Alibaba Cloud, and the entity, website, or application changes, you must update the information about the entity, website, or application in the Alibaba Cloud ICP Filing system in a timely manner. |
claim the ICP filing information | If you obtain an ICP filing by using the HiChina ICP Filing system before June 1, 2010, and no other service providers are set or the ICP filing information is not imported to your Alibaba Cloud account, you must claim the ICP filing information. |
remove your ICP filing information from the Alibaba Cloud ICP Filing system | You can remove the ICP filing information of a website or an application from the Alibaba Cloud ICP Filing system. Alibaba Cloud is no longer your service provider after the removal. Your domain name cannot be resolved to Alibaba Cloud instances in the Chinese mainland and becomes inaccessible. However, the ICP filing still exists. |
cancel an ICP filing | If you no longer need to use an entity, a website, or an application with an ICP filing, you can cancel the ICP filing. |
