A domain name is the key information that is required to apply for an Internet content provider (ICP) filing for a website or an app. To ensure that your domain name can pass the verification for an ICP filing, make sure that the real-name verification information about the domain name is consistent with the ICP filing information, the domain name suffix meets ICP filing requirements, and the registrar of the domain name is approved by the Ministry of Industry and Information Technology (MIIT).
To adhere to the Notice of the Ministry of Industry and Information Technology on Regulating the Use of Domain Names in Internet Information Services, the Alibaba Cloud ICP Filing system provides the real-name verification feature for domain names. If your domain name fails to pass the verification, Alibaba Cloud stops providing ICP filing services for you as required by the communications administration. For more information about the domain names that need to be verified in different ICP filing scenarios, see the Appendix: Domain names to be verified in different ICP filing scenarios section of this topic.
Check whether your domain name meets ICP filing requirements based on the following items:
Check item 1: real-name verification information about the domain name
Check item 2: domain name suffix
Check item 3: domain name registrar
Check item 1: real-name verification information about the domain name
The real-name verification information about the domain name must be consistent with the ICP filing information. The real-name verification information indicates the registrant information of the domain name, including the name, certificate type, and certificate number of the registrant. The registrant information must meet the following requirements:
If the ICP filing entity is an individual, the registrant information must be consistent with the information about the entity.
If the ICP filing entity is an enterprise or organization, the registrant information must be consistent with the information about the entity. The authorities in specific provinces, autonomous regions, and municipalities allow the registrant information to be consistent with the information about the entity leader.

If your domain name is not registered with Alibaba Cloud, contact your domain name registrar to obtain the real-name verification information. If your domain name is registered with Alibaba Cloud, perform the following steps to view the real-name verification information about your domain name:
The Alibaba Cloud international site (alibabacloud.com) provides registration services only for internationalized domain names. If your domain name is registered at the Alibaba Cloud international site (alibabacloud.com), you must transfer the domain name to a registrar in the Chinese mainland and complete the real-name verification before you apply for an ICP filing. For more information about how to transfer a domain name to the Domain Names service at the Alibaba Cloud China site (aliyun.com), see Transfer a domain name to Alibaba Cloud.
View the real-name verification information about the domain name.
Log on to the Alibaba Cloud Domain Names console.
In the left-side navigation pane, click Domain Names. On the Domain Names page, find the domain name whose real-name verification information you want to view and click Manage in the Actions column.
NoteIf you cannot find the domain name whose real-name verification information you want to view, the possible cause is that the domain name does not belong to the current account.
On the Basic Information page, view the real-name verification information about the domain name.
The information of the registrant must be consistent with that of the ICP filing entity. The information includes the name, certificate type, and certificate number. The registrant name is displayed in both Chinese and English, and is case-sensitive in English.
NoteMake sure that the ICP filing entity information is consistent with the registrant information in Chinese. The registrant information in English is automatically translated by the system.
Optional. Perform real-name verification.
Before you apply for an ICP filing for a domain name, make sure that you complete real-name verification for the domain name. For more information, see the Real-name verification for a domain name topic in the Domain Names documentation on the Alibaba Cloud China site (aliyun.com).
Optional. Modify the domain name or transfer the ownership of the domain name.
If the real-name verification of your domain name is complete but the domain name does not meet real-name verification requirements, modify the domain name or transfer the ownership of the domain name to the ICP filing entity. For more information, see Modify registrant contact information or transfer domain name ownership.
If the entity is an organization or an enterprise, and the registrant information, such as the name, certificate type, or certificate number, is inconsistent with the information about the entity, you can upload a supporting document to complete the ICP filing application. However, this is available only in specific provinces, autonomous regions, and municipalities. Optional. Renew the domain name.
The required validity period of domain names varies based on provinces. We recommend that you renew your domain name at least 45 days before it expires. If your domain name does not meet the preceding requirement, renew the domain name before you apply for an ICP filing. For more information, see Renew domain names.
After you complete real-name verification and modify the domain name or transfer the ownership of the domain name, the real-name verification information is synchronized to the database of the local communications administration in approximately three days. We recommend that you submit an ICP filing application at least three days after the real-name verification of the domain name is complete. Otherwise, the ICP filing application may fail due to the lack of real-name verification information in the database of the local communications administration.
Check item 2: domain name suffix
Before you apply for an ICP filing for a domain name, make sure that the domain name suffix (top-level domain) is approved by the MIIT. Perform the following steps to check whether your domain name is qualified for an ICP filing application:
Check whether the domain name suffix is approved by the MIIT.
Visit the MIIT website.
In the left-side navigation pane, click China's Internet Domain Name System.
View the domain name suffixes that are approved by the MIIT on the China's Internet Domain Name System page. If the domain name suffix is not included on the China's Internet Domain Name System page, you cannot apply for an ICP filing for your domain name.
Check item 3: domain name registrar
Before you apply for an ICP filing for a domain name, make sure that the domain name registrar is approved by the MIIT. Perform the following steps to view the domain name registrar. If the domain name registrar is not approved by the MIIT, you can transfer the domain name to Alibaba Cloud.
View the information about the domain name registrar.
Go to the WHOIS page, enter the domain name that you want to query, and then click Search. The information about the domain name registrar is displayed.
Check whether the domain name registrar is approved by the MIIT.
Visit the MIIT website.
In the left-side navigation pane, click Approved Domain Name Registrars.
In the Company Name column, view the approved domain name registrars, and check whether your domain name registrar is included.
If your domain name registrar is not included, transfer your domain name to a registrar that is approved by the MIIT by performing the next step.
Optional. Transfer the domain name to a registrar that is approved by the MIIT.
