Limits - ICP Filing - Alibaba Cloud Documentation Center

To build a website and provide services, you must specify the instance information, access information, website information, and entity information. To apply for an Internet content provider (ICP) filing, you must submit the preceding information to the Ministry of Industry and Information Technology (MIIT) so that the MIIT can verify the authenticity and security of the services provided by your website. This topic describes the limits that require special attention when you apply for an ICP filing in the Alibaba Cloud ICP Filing system.

Instance information and access information	Instance location	To obtain an ICP filing for your domain name by using the Alibaba Cloud ICP Filing system, you must first purchase an Alibaba Cloud instance that is deployed in the Chinese mainland.
	Cross-region ICP filing application	If the ICP filing entity is an enterprise or an organization, cross-region ICP filing applications are not supported. If the ICP filing entity is an individual, cross-region ICP filing applications are supported. Authorities in specific provinces, autonomous regions, and municipalities require that the entity submit a copy of the residence permit of the region from which the entity wants to obtain an ICP filing. Alternatively, the entity can choose another region to apply for an ICP filing. 	Instance service type	To obtain an ICP filing for your domain name by using the Alibaba Cloud ICP Filing system, you must first purchase an Alibaba Cloud instance that is deployed in the Chinese mainland. For more information, see the "Supported instance service types and the maximum number of service identification numbers allowed" section of the Prepare and check the instance and access information topic.
	Service identification number	The quantity of service identification numbers that are supported varies based on the instance service type. For more information, see the "Supported instance service types and the maximum number of service identification numbers allowed" section of the Prepare and check the instance and access information topic. Note You can use a service identification number to obtain only one ICP filing. You can apply for only one service identification number for each service purchased from Alibaba Cloud Marketplace to build a website. The quantity of service identification numbers that are allowed for each instance cannot be changed. You cannot increase the upper limit by renewing the instance. If all service identification numbers available for an instance are in use, you must purchase an instance to apply for a new service identification number.
Website information	Website name	Name your website based on the naming rules.
	Pre-approval	If the content of your website involves information about industries that require pre-approvals, you must obtain a pre-approval from the relevant authority before you apply for an ICP filing. For more information, see Pre-approvals. Important If the authority that you consult informs that a pre-approval is not required, you must provide remarks or submit statements as proof in the preliminary review as required by the reviewer. For more information, see the "Remarks or statements to be provided" section of the Pre-approvals topic.
	Alibaba Cloud CDN	If your website hosted on an instance that is deployed in the Chinese mainland wants to use Alibaba Cloud CDN to accelerate content delivery in the Chinese mainland or global regions, you must apply for an ICP filing to use Alibaba Cloud CDN. 	Domain name	The top-level domain of the domain name that needs an ICP filing must be approved by the MIIT. The registrar must be approved by the MIIT. The domain name must be valid. You must complete real-name verification for the domain name. In specific provinces, autonomous regions, and municipalities, if the ICP filing entity is an enterprise or an organization, the name of the entity can be the same as the name of the legal representative. In other scenarios, the information about the domain name registrant must be consistent with the entity information. From April 22, 2019, you can apply for an ICP filing for only one domain name of each website. You cannot modify or add domain names for your website when you modify the information about the website involved in the ICP filing information. If a website has only one domain name, the domain name cannot be modified. Other information such as the contact information and email address can be modified. If a website has multiple domain names, you cannot delete or modify the domain names or add domain names. However, other information such as the contact information and email address can be modified. From April 22, 2019, all provinces, autonomous regions, and municipalities have limits on the number of websites for which domain names can be filed by an entity when the entity applies for an ICP filing for the first time or for a new website.
	Website or application accessible only by using an IP address	You can apply for an ICP filing only for a domain name instead of an IP address in the Alibaba Cloud ICP Filing system. If your website or application is accessible only by using an IP address, log on to the ICP filing system of the local communications administration to apply for an ICP filing.
	Website or application content	The website or application cannot contain illegal content. If the website or application contains information about an industry, an enterprise, or an organization, you cannot apply for an ICP filing as an individual.
Entity information	Entity	You can use an Alibaba Cloud account to apply for ICP filings for only one entity, such as an organization, an enterprise, or an individual. An entity can obtain multiple ICP filings for multiple websites or applications, except in Hubei Province and Hunan Province.
