According to the Guangdong Communications Administration, domain names with different prefixes, such as example.com and aliyundoc.com, must be filed as different websites. If the number of domain names that were filed and are to be submitted for approval by an Internet Content Provider (ICP) filing entity exceeds a limit, the entity must provide website construction proposals.
The following table lists the scenarios in which individuals and enterprises need to provide website construction proposals when they apply for ICP filings.

Information to be included in a website construction proposal
A website construction proposal does not have a fixed format. You can prepare one based on the actual situation of your website. The following information must be included:
- Description and illustrations of the website content and columns.
- Personnel and funding arrangements, including the qualifications, competences, and background of the personnel. Important For personal websites, the individual must specify whether the individual runs the website full-time or part-time, how is the personal time allotted to running the website, personal knowledge about policies, and technical competences.
- Content management system.
- Network deployment scheme, including what technologies are used and where the website is deployed.
- Technical measures for network information security.
- Contingency plans.
