To apply for an Internet content provider (ICP) filing for a website domain name, you must upload basic materials and necessary auxiliary materials by using the Alibaba Cloud application. Basic materials include the identity documents of the entity leader and the Internet service administrator, and the certificates of the entity. Auxiliary materials that you need to upload vary based on the scenario and the regulations of the local authority. This topic describes the applicable scenarios and upload requirements for various materials during ICP filing applications. We recommend that you prepare the required materials in advance to facilitate ICP filing applications.
The Ministry of Industry and Information Technology (MIIT) has requirements for authenticity verification. To meet the requirements, you must use the latest version of the Alibaba Cloud application to take photos of the identity documents and entity certificates that are required for ICP filing applications and then upload the photos. In addition, facial recognition must be performed to verify the authenticity of specific documents related to personal information. You cannot reproduce the photos of the identity documents or entity certificates that are stored on mobile phones or computers. Otherwise, your ICP filing application fails.
If the entity leader is in a remote place, ask the entity leader to complete facial recognition for authenticity verification in this remote place. If the entity certificates are in a remote place, obtain the photos of the entity certificates and upload the photos.
ICP filing entity being an individual
If the ICP filing entity is an individual, you must provide the following basic materials and auxiliary materials based on actual conditions. Basic materials must be provided, whereas auxiliary materials can be selectively provided as requested by the local authority.
Basic materials: You must prepare the original identity document of the ICP filing entity, and take and upload photos of the identity document by using the Alibaba Cloud application.

If the ICP filing entity is an individual, a photo of the Internet service administrator holding the personal identity document is required by authorities in specific provinces, autonomous regions, and municipalities. Such a personal identity document can be the ID card or registered permanent residence page. Website construction proposal
Specific provincial authorities, such as the provincial authorities of Guangdong and Hubei, require that ICP filing entities who have more than the specified number of domain names to be filed provide a website construction proposal for each domain name.
Temporary or permanent residence permit
Specific provincial authorities, such as the Fujian provincial authority, require that you submit a scanned copy or color photo of the temporary or permanent residence permit if the domicile registered on the ID card of the entity leader or Internet service administrator does not reside in the province where you submit the ICP filing application.
Networking solution proposal
If you apply for an ICP filing for a website for the first time (the entity is also filed for the first time) or you want to register a new website at Alibaba Cloud (the entity has been filed), networking solution proposals must be provided for the domain names involved in the ICP filing application. The networking solution proposals must contain the following information:
Website service introduction: The introduction includes the snapshots of the website services or the design drawings of the website, the introduction of the website pages, the usage of each website or each domain name, and the use of extra domain names.
Networking solution: The solution includes device configuration, networking structure, technologies used, and technology deployment.
Management system for network security and information security: The system includes preventative measures to secure networks, arrangements to manage and control information security, and plans to deal with emergencies.
Commitment: If activities in violation of laws and regulations are detected after an ICP filing number is issued, you must accept the following punishments: website being shut down by the service provider, ICP filing being canceled by the authorities, and being listed in the MIIT blacklist. The illegal activities include misinformation about the entity, inconsistency between the actual website services and the services described in the ICP filing applications, domain name trading, and website content in violation of the nine regulations that are listed in "Regulation on Internet Information Service of the People's Republic of China". The commitment must be signed and stamped by the website administrator.

ICP filing entity being an enterprise or organization
If the ICP filing entity is an enterprise or organization, you must provide the following basic materials and auxiliary materials based on actual conditions. Basic materials must be provided, whereas auxiliary materials can be selectively provided as requested by the local authority.
Basic materials: You must prepare the original entity certificates, and the original identity documents of the major principal of the entity and the Internet service administrator. You must take and upload photos of these certificates and identity documents by using the Alibaba Cloud application.

Entity certificates are the qualification documents of the entity, such as the business license.

Authorities in specific provinces, autonomous regions, and municipalities require that the entity leader be the legal representative of the entity. You must provide the corresponding material based on the identity type of the legal representative. If the ICP filing entity is an enterprise or an organization, a photo of the Internet service administrator holding the required certificate of the entity is required by authorities in specific provinces, autonomous regions, and municipalities. Such an entity certificate can be the business license.
Certificate of the domain name registrant
Authorities in specific provinces, autonomous regions, and municipalities require that a domain name be registered under an enterprise or an organization. If a domain name is registered under an individual, you must provide a certificate of the domain name registrant for the ICP filing application.
Certificate issued by the State Commission Office for Public Sector Reform (SCOPSR)
Provincial authorities of Yunnan, Nei Mongol, Heilongjiang, and Jiangxi require that public institutions and public service sectors provide a certificate issued by the SCOPSR when they apply for an ICP filing.
Certificate of change
If the ICP filing entity is an enterprise or an organization and the entity name is changed, you must provide a certificate of change that is issued by the local industry and commerce administration when you apply for an ICP filing.
Website construction proposal
The Guangdong provincial authority requires that ICP filing entities who have more than the specified number of domain names to be filed provide a website construction proposal for each domain name.
The Hunan provincial authority requires that the ICP filing entity that is filed for the first time or ICP filing entity that has been filed provide a website construction proposal for the domain name.
Temporary or permanent residence permit
Specific provincial authorities, such as the Fujian provincial authority, require that you submit a scanned copy or color photo of the temporary or permanent residence permit if the domicile registered on the ID card of the entity leader or Internet service administrator does not reside in the province where you submit the ICP filing application.
Business statement
The name, business scope, website name, or website remarks of an enterprise or an organization in Sichuan may contain commerce-related terms, and such an entity may not be required to obtain a commercial ICP license as notified by the local authority. In this case, a business statement of the entity must be provided for the ICP filing application.
Networking solution proposal
If you apply for an ICP filing for a website for the first time (the entity is also filed for the first time) or you want to register a new website at Alibaba Cloud (the entity has been filed), networking solution proposals must be provided for the domain names involved in the ICP filing application. Requirements for the materials
Take note of the following rules when you prepare and upload the required materials, such as the certificate and identity document of the ICP filing entity, certification for pre-approval, relevant certificate, and letter of authorization. This helps you meet the requirements for uploading materials and pass the preliminary review. For more information about the materials required for ICP filing applications, see Required materials.
- Basic requirements
- Size: The size of each image must be larger than 200 KB and smaller than 4 MB. If the image to be uploaded does not meet this requirement, use a third-party tool to adjust the image size.
- Format: You can upload images in the JPG, JPEG, PNG, or GIF format. If the image to be uploaded does not meet this requirement, do not directly change the file name extension. Instead, use a third-party tool to convert the image format.Note If you fail to upload an image even though the format and size meet the requirements, update the Alibaba Cloud app to the latest version or change your network type. For example, you can switch from a Wi-Fi to a mobile network. Then, restart the app and upload the image again.
Requirements for availability
Clearness and completeness: You must upload clear, complete, and valid images with a proper size. If you upload a large-sized image, the image may become blurred due to the compression performed by the system.
Material type: You must upload the color scanned copies or color photos of the latest certificates or documents with their borders uncovered. Photos of scanned copies, copies in black and white, digital certificates and documents, and reproduced photos of the documents or certificates that are stored on mobile phones or PCs are not supported.
NoteYou must use the latest certificates and documents. If the information about the ICP filing entity changes, the original documents and certificates become invalid. If you do not upload the latest materials, your ICP filing application will be rejected.
If your organization is a law firm, you can merge multiple pages in the original practice license into one scanned copy or color photo and upload the copy or photo to the specified location. The required pages in the original practice license include the homepage, registration items page, change registration page, and annual inspection page.
- Requirements for validity
- From the date when you submit the application, the provided certificates and documents, such as the resident identity card and business license, must be valid for at least three months.
- Materials such as the certificates of change and letters of authorization that are obtained from website administrators must be provided for ICP filing applications within three months from the date of issue. This rule applies to all the provinces, autonomous regions, and municipalities in China.Note
- Certificates of employment that are issued in Sichuan and domain name certificates that are issued in Hunan must be provided for ICP filing applications within 45 days from the date of issue.
- Business statements that are issued in Hubei and letters of authorization that are issued in Hebei must be provided for ICP filing applications within six months from the date of issue.
