Important regulations

• Enterprises and organizations can present a valid business license and a valid organization code certificate to apply for ICP filings.

• The entity leader and Internet information service administrator must be the legal representative of the enterprise or organization. Otherwise, an electronic copy of a letter of authorization from the legal representative must be provided.

• The name of the domain name registrant must be consistent with that of the ICP filing entity (including shareholders) or that of the legal representative, major principal, or senior executive of the enterprise or organization. Shareholders must provide the articles of association established in the last year, scanned copies of their original ID cards, domain name certificates, and proof materials. The major principal or senior executive must provide the social insurance payment records for the last year, a letter of appointment, or an employment contract. They must also provide a scanned copy of the original ID card and proof materials. The articles of association must contain the information about shareholders and be stamped by the industrial and commercial bureau in the recent period. The social insurance payment records must be stamped by the social security bureau in the recent period. Other materials must be stamped by the enterprise or organization. If the privacy protection feature is enabled for the domain name, the feature must be disabled before the ICP filing application.

• If the entity leader is not the legal representative, the entity leader must be at least 18 years old. If the entity leader is over 65 years old, the social insurance payment records within the last six months in Sichuan are required.

• If the Internet information service administrator is the legal representative, the Internet information service administrator must be at least 16 years old. If the Internet information service administrator is not the legal representative, the Internet information service administrator must be at least 18 years old.

• After the Internet information service with an ICP filing is launched, the ICP filing number must be displayed in the lower part of the Internet information service pages. In addition, the ICP filing number must be linked to the ICP filing platform of the Ministry of Industry and Information Technology (MIIT).

• Effective 00:00:00 on January 1, 2018, all ICP filing applications for Internet information services are subject to mandatory domain name verification.

• The domain name must be valid for no less than three months.

Required materials

• An electronic color photo of the original valid certificate of the enterprise or organization, such as an electronic copy of the business license.

• An electronic color photo of the original valid identity document of the entity leader, such as an electronic copy of the ID card.

• An electronic color photo of the original valid identity document of the Internet information service administrator, such as an electronic copy of the ID card.

• If the certificate type is an ID card, make sure that it is valid for more than three months.

• If the entity leader or Internet information service administrator is not the legal representative of the enterprise or organization, an electronic copy of a letter of authorization from the legal representative must be provided.

• The Internet information service administrator must perform facial recognition for identity verification.

Procedure for applying for an ICP filing

You must understand all the relevant information and make preparations for the ICP filing application. For more information, see Overview. After the preparations are complete, you can log on to the Alibaba Cloud ICP Filing system by using your PC, or you can log on to the Alibaba Cloud app by using your mobile phone to apply for an ICP filing.

Regulations for modifying ICP filing information

If you want to modify the entity information or Internet information service information after you have obtained an ICP filing number for your Internet information service, you can perform the operation based on the following regulations:

• Enterprise ICP filings cannot be changed to individual ICP filings.

• If your enterprise or organization name changes, and you need to modify the ICP filing information, take note of the following regulations:

  • If the new enterprise or organization is not related to the original enterprise or organization, you must cancel the original ICP filing and apply for a new one. After you cancel your ICP filing, your Internet information service cannot be accessed. We recommend that you apply for a new ICP filing at the earliest opportunity.

  • If the new enterprise or organization is related to the original enterprise or organization, you must provide a certificate of change issued by the administration of industry and commerce. During the information change period, the Internet information service for which you have obtained an ICP filing number is not affected and can be accessed.

    Three types of certificates of changes are supported. If the ICP filing entity is an enterprise, you must apply for a certificate of change issued by the administration of industry and commerce. If the ICP filing entity is a public institution or government agency, you must provide an official letter issued by the senior department.

Regulations for adding Alibaba Cloud to the ICP filing information as a service provider

You may have obtained ICP filing numbers for the entity and domain name based on another service provider, but you want to change the service provider to Alibaba Cloud or add Alibaba Cloud as a new service provider. In this case, you can add Alibaba Cloud to the ICP information based on the following regulations:

• The certificate number, entity leader information, domicile indicated in the identity documents, and mailing address must comply with the regulations of the local communications administration. Such information can be modified after Alibaba Cloud is added to the ICP filing information as a service provider.

• The name of the enterprise or organization must be consistent with the original ICP filing information submitted to the MIIT. Otherwise, you must provide a certificate of change issued by the industry and commerce department. If you cannot provide a certificate of change, you must cancel the original ICP filing and apply for a new one.

Important regulations

• If the domicile indicated in your identity document is not in Sichuan (including foreigners and Hong Kong, Macao, and Taiwan residents), you must provide an official document to prove that you study, live, or work in Sichuan. For example, you can provide a student ID card, the social insurance payment records, an employment certificate, or a residence permit.

• An individual must be at least 16 years old to apply for an ICP filing. An individual who is at the age of 16 to 18 must provide materials based on the employment status or income source.

  • If the individual obtains income from work, proof of employment or income must be provided to apply for an ICP filing.

  • If the individual does not obtain income from work, the documents of the guardian must be provided, including the photos of both the front and back sides of the ID card, the householder information page and personal information page in the household register, and a letter of consent to the ICP filing application. The two pages in the household register of the Internet information service administrator must also be provided.

• After the Internet information service with an ICP filing is launched, the ICP filing number must be displayed in the lower part of the Internet information service pages. In addition, the ICP filing number must be linked to the ICP filing platform of the Ministry of Industry and Information Technology (MIIT).

• Effective 00:00:00 on January 1, 2018, all ICP filing applications for Internet information services are subject to mandatory domain name verification.

• The domain name must be valid for no less than three months.

• If the privacy protection feature is enabled for the domain name, the feature must be disabled before the ICP filing application.

Required materials

• Electronic copy of a proof material: optional. If your identity document is not issued by authorities in Sichuan, you must upload an electronic copy of an official document that proves your identity, such as a student ID card, the social insurance payment records, an employment certificate, or a residence permit.

• An electronic copy of the original valid identity document of the individual, such as a color photo of the original ID card. If the certificate type is an ID card, make sure that it is valid for more than three months.

• The Internet information service administrator must perform facial recognition for identity verification.

The ICP filing of an individual cannot be changed to that of another individual. If an individual who has obtained an ICP filing is the legal representative of an enterprise or organization, the individual ICP filing can be changed to an ICP filing of the enterprise or organization.

Regulations for adding Alibaba Cloud to the ICP filing information as a service provider

You may have obtained ICP filing numbers for the entity and domain name based on another service provider, but you want to change the service provider to Alibaba Cloud or add Alibaba Cloud as a new service provider. In this case, you can add Alibaba Cloud to the ICP information based on the following regulations:

• The name of the ICP filing entity and the certificate number must be consistent with the original ICP filing information submitted to the MIIT. Otherwise, you must first modify the ICP filing information at the original service provider, or cancel the original ICP filing and apply for a new one.

• The mailing address must comply with the regulations of the local communications administration. Such information can be modified after Alibaba Cloud is added to the ICP filing information as a service provider.
