1. What are the different types of ICP filing?
- The People's Republic of China implements a filing system for non-operational Internet information services and a licensing system for operational Internet information services based on the Measures for the Administration of Internet Information Services and the Measures for the Administration of Non-operational Internet Information Services issued by the Ministry of Industry and Information Technology of the People's Republic of China. Websites for which no ICP filings or ICP licenses are obtained cannot provide Internet information services.
Therefore, websites that need to provide services in the Chinese mainland must obtain an ICP filing before the websites can provide services.
2. What happens if I do not obtain an ICP filing for a website?
- The preceding measures specify that you must obtain ICP filings for websites whose domain names are resolved to servers that are located in the Chinese mainland, and apps hosted on servers that are located in the Chinese mainland. If you do not obtain ICP filings for the websites and apps, they are not allowed to provide services, access to these websites and apps will be blocked, and the apps may be removed from app markets.
Assume that you do not complete ICP filing in Alibaba Cloud but resolve your domain name to an Alibaba Cloud ECS instance that is located in the Chinese mainland. In this case, the Alibaba Cloud monitoring system identifies and blocks the access requests to the instance, and you are notified to obtain an ICP filing.
If an ICP filing is obtained from another service provider and you want to resolve your website domain name to an Alibaba Cloud ECS instance that is located in the Chinese mainland, you must transfer your ICP filing to Alibaba Cloud. Otherwise, the Alibaba Cloud monitoring system identifies and blocks the access requests to the instance, and you are notified to transfer the ICP filing to Alibaba Cloud.

4. What are the requirements for ICP filings for enterprises outside the Chinese mainland?
- 1. ICP filing entity:
The enterprises must obtain required files, such as business licenses and registration certificates of resident representative offices of foreign enterprises.
2. Domain names:
Domain names that do not pass real-name verification cannot obtain an ICP filing. You must check whether real-name verification is completed for your domain name and make sure that the real-name verification information is consistent with that in the ICP filing. If the real-name verification information of the domain name is inconsistent with that in the ICP filing, the ICP filing fails.
(Note: Alibaba Cloud (alibabacloud.com) is an international domain name registrar. The following requirements must be met for domain names that are registered by using Alibaba Cloud (alibabacloud.com):
-If your domain names are registered on or after January 1, 2018 by using international domain name registrars such as Alibaba Cloud (alibabacloud.com), you must transfer the domain names to registrars in the Chinese mainland and complete real-name verification before you apply for an ICP filing.
-ICP filing numbers are obtained for some domain names that were registered before January 1, 2018 by using international domain name registrars, such as Alibaba Cloud (alibabacloud.com). You do not need to transfer these domain names.)
3. Servers that are located in the Chinese mainland:
If your websites are hosted on an Alibaba Cloud instance, you can apply for an ICP filing in the Alibaba Cloud ICP Filing system. Make sure that the following requirements are met before you apply for an ICP filing:
-The instance is located in the Chinese mainland.
-The instance is a subscription ECS instance.
