Update notice for OSS logging

Alibaba Cloud Object Storage Service (OSS) plans to upgrade logging from October 9, 2024 to November 6, 2024.
The following changes take effect:
1. Changes on the log naming method
OSS logs are named in the <TargetPrefix><SourceBucket>YYYY-mm-DD-HH-MM-SS-UniqueString format. UniqueString is a four-digit numeric string that sequentially increases. Examples: 0001, 0002, 0003, and 0004.
After the upgrade, UniqueString becomes a twelve-digit numeric string that does not sequentially increase. Examples: 000000010000, 000012340000, and 000022340020.
2. Unified format for logs
The space at the beginning of the logs in the following regions is removed to maintain a unified log format for all regions: China (Hangzhou), China (Shanghai), China (Nanjing-Local Region), China (Fuzhou-Local Region), China (Qingdao), China (Beijing), China (Zhangjiakou), China (Hohhot), China (Ulanqab), China (Shenzhen), China (Heyuan), China (Guangzhou), and China (Chengdu), China (Hong Kong), US (Silicon Valley), US (Virginia), and .Singapore
