Construction and Operation Manual of Fangcang Shelter Hospitals for COVID-19 Summary
This booklet contains basic instructions and guidelines on the designing, construction and operation of Fangcang Shelter Hospitals.
A novel public health concept, the Fangcang Shelter Hospital was first proposed by Professor Wang Chen, an academician of Chinese Academy Engineering, in Wuhan, China, in February 2020. While responding to the coronavirus disease 2019 (COVID-19) outbreak, medical staff faced the pressing situation of limited medical supplies, which led Professor Wang Chen to the suggestion of converting large-scale public venues such as exhibition centres and indoor stadiums into shelter hospitals to receive large number of patients, as this involved minimum time and monetary costs. The five essential functions of Fangcang Shelter Hospitals (isolation, triage, provision of basic medical care, frequent monitoring and rapid referral, and essential living and social engagement) enable shelter hospitals to receive patients with mild to moderate symptoms of COVID-19, and have the greatest impact on isolating the source of infection and expanding the area’s health-care capacity.
Two of the first three Fangcang Shelter Hospitals set up in Wuhan were redeveloped by Zall Group Property from existing buildings, while Zall Foundation was responsible for the provision of essential medical supplies and logistical support to facilitate the running of these shelter hospitals. In total, the two shelter hospitals have been instrumental in diagnosing, treating and curing 3663 patients. Under the medical expertise and guidance of Professor Wang Chen, as well as inputs from Zall Foundation’s crews who contributed to the designing, renovating and operating of these shelter hospitals, this booklet encompasses knowledge and experience distilled from the running of these Fangcang Shelter Hospitals. Covering five important aspects, namely the proposal, design, renovation, operation and logistical support for shelter hospitals, this information booklet aims to be a useful reference for other epidemic prevention and control work in regions around the world.

COVID-19 Outbreak Hospital Response Strategy
This guidebook is a refined recount of the experiences of a large Chinese general hospital’s fight against the COVID-19 outbreak. The narration of this guidebook is based on actual practices, which lends general applicability and reference value to a wider audience. The guidebook is authored by the Second Affiliated Hospital Zhejiang University School of Medicine, a hospital with 150 years of history and culture. Since the outbreak of COVID-19 in China, on top of receiving and screening huge numbers of patients with fever symptoms, the hospital also sent medical squad to help out hard-hit areas. Valuable experiences and lessons learned during the fight are recorded in this guidebook that shed lights on all the administrative measures that the hospital adopted during the COVID-19 outbreak. 8 areas are covered including human resources, spacial rationalization, prevention of nosocomial infection, medical processes optimization, logistic support, IT support, hospital-government cooperation as well as coordinated prevention and control in the whole society. Innovative management methods such as setting up “task forces” inside the hospital in response to the crisis, Know-hows and lessons learned from the hospital’s Wuhan experiences are also presented in details. It is our wish that this type of sharing could contribute, in whichever possible way, to this global fight against the COVID-19. We also welcome valuable input from health professionals worldwide.

In order to win this battle against COVID-19, we must work together and share our experience around the world. The First Affiliated Hospital, Zhejiang University School of Medicine has treated 104 patients tested positive for COVID-19 in 50 days; and it has achieved zero deaths in patients diagnosed, zero patients misdiagnosed, and zero infections in medical staff.
